De manera arbitraria,
injustificada y brutal, el régimen venezolano ha aplicado un nuevo
ataque a los colombo-venezolanos, instaurando el Estado de Excepción en
seis municipios del estado Táchira, cerrando la frontera con Colombia y
provocando el desplazamiento forzado de miles de ciudadanos.
La prueba de la crueldad del régimen
contra los habitantes de la frontera es desgarradora: testimonios de
madres e hijos separados, hogares destruidos, vejámenes y humillaciones.
Y como brazo ejecutor, el régimen obliga a nuestras Fuerza Armada
Nacional (FAN) a violar la Constitución y las leyes que garantizan los
derechos de los colombianos que viven en Venezuela y a enfrentar a los
hijos de Bolívar. Ahora, el régimen de Nicolás Maduro amenaza con
extender esta peligrosa operación a toda la frontera con nuestra hermana
República de Colombia, profundizando la zozobra y el daño a los
ciudadanos que allí habitan.
Los venezolanos repudiamos estas
acciones y advertimos que la injusta restricción de garantías a nuestros
hermanos tachirenses, evidencia la pretensión del régimen de avanzar en
la militarización, el control social, la represión militar y policial y
la censura en toda Venezuela.
Se argumenta como justificación de
las despóticas medidas tomadas contra el Táchira, una alevosa y
condenable agresión contra integrantes de nuestra FAN, que deploramos y
lamentamos; pero todos sabemos que con ello quieren encubrir su
responsabilidad política por el cuadro de deterioro de todos los
aspectos de la vida nacional, que conforman ya una peligrosa crisis
humanitaria. En este caótico escenario, resalta el abandono de nuestras
fronteras durante los últimos 17 años, agravado por desatinados
y antinacionales manejos de la política exterior de espaldas a los
intereses permanentes de la República.
El régimen pretende ocultar tal
abandono, valiéndose de demostraciones de fuerza que victimizan a la
población civil, con actos violatorios de los derechos humanos. Estas
acciones nos avergüenzan ante nosotros mismos y ante el mundo, porque
además de su ilegalidad, ponen al descubierto el intento de focalizar en
una sola región la responsabilidad por el acelerado deterioro de toda
la Nación.
Ante el colapso del Estado mafioso y
la pérdida del respaldo popular, inclusive en sus propias filas, aunado
a la destrucción de la economía nacional, Nicolás Maduro ha pretendido
crear conflictos internos, como la represión desencadenada contra el
rebelde estado Táchira y externos, primero con Guyana, siempre con los
Estados Unidos de América y ahora con Colombia.
Nadie se engaña. El cierre de la
frontera no disminuirá el contrabando, ni impedirá la operación de las
mafias, por cuanto estas actividades son realizadas, en su alta escala,
al favor de notorias complicidades oficiales. Todo lo contrario, reduce
el comercio, el libre tránsito y daña la vida cotidiana de los
ciudadanos. Lejos de solucionar los problemas, los fomenta y privilegia
la ilegalidad, bajo una supuesta operación de seguridad ejecutada por
efectivos militares y policiales.
Debemos rechazar la represión y la
persecución desatadas contra la gente de la frontera del estado Táchira,
que afectan a dos pueblos unidos por la más gloriosa historia común.
Exigimos que se abra de inmediato la frontera y que se derogue el
injustificado decreto de Estado de Excepción. Igualmente, que se respete
el ordenamiento jurídico que confiere derechos a los colombianos en
Venezuela.
Vanamente, el régimen busca
enfrentarnos a colombianos y venezolanos, en un momento en el que, como
nunca, contamos con el apoyo del pueblo de Colombia en nuestra lucha
por la Transición a la Democracia en paz y en el que los colombianos
cuentan con el nuestro en la lucha por la definitiva pacificación de su
país.
Los colombianos saben que no habrá
paz duradera en Colombia hasta que exista una verdadera democracia en
Venezuela y sabemos que juntos construiremos un porvenir de progreso,
crecimiento, libertad y paz.

Le 9 janvier 2013, à l’heure du déjeuner, trois militantes kurdes
sont assassinées en plein Paris, dans un appartement de la rue La
Fayette hébergeant une association communautaire. Sakine Cansiz, 54 ans,
membre fondatrice du PKK (Parti des travailleurs du Kurdistan), Fidan
Dogan, 29 ans, surnommée « la diplomate », et Leyla Saylemez, 25 ans,
dite « la guerrière », ont été froidement abattues de plusieurs balles
dans la tête.
Après deux ans et demi d’enquête, le parquet de Paris a rendu, le 9 juillet, son réquisitoire définitif, que Le Monde a pu consulter. Il demande, comme l’a révélé Le Canard enchaîné dans son édition du 22 juillet,le
renvoi devant une cour d’assises du principal suspect, Omer Güney, pour
assassinats en relation avec une entreprise terroriste. Ce document de
plus de 70 pages est une pièce unique : pour la première fois, la
justice française évoque la possible implication d’un service de
renseignement étranger, en l’occurrence le MIT (équivalent turc de la
Direction générale de la sécurité intérieure) dans un assassinat
politique commis en France.
Faute d’avoir pu identifier avec
certitude les commanditaires de ce crime, le parquet reste prudent sur
le degré d’implication du MIT. Ce service est en effet dirigé par un
proche du premier ministre turc, Recep Tayyip Erdogan, engagé depuis
2012 dans un processus de paix avec le PKK qui divise profondément
l’appareil d’Etat turc. Au terme de l’instruction, la piste d’un coup
monté par des factions opposées aux négociations est toujours sur la
table.
« De nombreux éléments de la
procédure permettent de suspecter l’implication du MIT dans
l’instigation et la préparation des assassinats, écrit le parquet. En
effet, il est établi qu’Omer Güney avait une activité d’espionnage
avérée, qu’il a eu de nombreux contacts secrets avec un ou des individus
se trouvant en Turquie (…). Toutefois, il convient de préciser
que les investigations n’ont pas permis d’établir si ces agents du MIT
ont participé à ces faits de façon officielle, avec l’aval de leur
hiérarchie, ou s’ils l’ont fait à l’insu de leur service, afin de le
discréditer ou de nuire au processus de paix. »

Si une « incertitude »
demeure sur l’identité du donneur d’ordre, l’exécutant, lui, a
rapidement été interpellé et incarcéré une dizaine de jours seulement
après les faits : Omer Güney, un Turc de 32 ans arrivé en France à l’âge
de 9 ans. Sa présence dans l’appartement de la rue La Fayette au moment
présumé du crime est avérée, des traces de poudre ont été retrouvées
sur sa sacoche et l’ADN partiel d’une des victimes sur sa parka. Lui n’a
cessé de nier les faits.
Lors de son arrestation, le jeune homme
commet pourtant un lapsus éclairant en demandant que l’ambassade de
Turquie à Paris soit alertée. Réflexe surprenant de la part d’un
individu qui persiste à se présenter aux policiers comme un « Kurde de cœur » sympathisant du PKK. Ses proches, eux, le qualifient d’« ultranationaliste », farouche opposant de la cause kurde, et affirment qu’il se définissait lui-même comme un « loup gris », du nom de la branche jeunesse du MHP, le parti nationaliste turc.
Cette
sympathie feinte pour le PKK lui avait permis d’infiltrer un an plus
tôt la communauté kurde d’Ile-de-France. Parfaitement francophone, il
servit régulièrement d’interprète et de chauffeur à de hauts
responsables du mouvement vivant à Paris. C’est ainsi qu’il fit la
connaissance de Sakine Cansiz, figure emblématique du PKK, réfugiée
politique en France après avoir passé onze ans dans les geôles turques.
Il était d’ailleurs chargé de la raccompagner en voiture jusqu’à
l’appartement de la rue La Fayette le jour où elle est tombée sous les
balles avec ses deux camarades.
Un « mystérieux correspondant »
L’enquête
a permis d’établir qu’Omer Güney avait effectué trois voyages en
Turquie dans les six mois précédant les assassinats. Il utilisait à
l’occasion de ses déplacements une ligne téléphonique « secrète », réservée à des interlocuteurs spécifiques. L’un d’eux intéresse particulièrement les services d’enquête. Un « mystérieux correspondant » qui n’a jamais pu être identifié, les autorités turques refusant « étrangement » de
répondre à la commission rogatoire envoyée en ce sens, prend soin de
préciser le parquet. Une litote qui illustre autant la frustration de la
justice française que le rôle trouble d’Ankara dans cette affaire.
Dans
ce contexte opaque, c’est finalement la presse turque qui donnera un
spectaculaire coup d’accélérateur à l’instruction. Signe des violents
conflits que ces assassinats révèlent au sein de l’appareil d’Etat,
d’innombrables informations vont tour à tour nourrir la thèse du crime
d’Etat et du complot interne. Trois semaines après les assassinats, un
ancien agent du renseignement turc affirme dans un journal qu’Omer Güney
est un agent du MIT et que « le massacre de Paris est l’affaire de la faction dure au sein du MIT ». Entendu par le juge d’instruction, il reviendra sur l’ensemble de ses déclarations.
Le 12 janvier 2014, un enregistrement vocal
de trois hommes est posté sur YouTube depuis l’Allemagne. En voix off,
l’auteur de la vidéo affirme que cet enregistrement a été réalisé par
Omer Güney lui-même, lors d’une rencontre en Turquie avec deux membres
du MIT pour « planifier » sa mission. On y entend les trois individus évoquer des cibles parmi les activistes kurdes européens.
« Saboter » le processus de paix
Deux
mois plus tard, le 14 mars, un site Internet turc ouvre une nouvelle
piste : il affirme qu’une des deux voix non identifiées sur
l’enregistrement est celle d’un certain Omer Kozanli, présenté comme « l’imam de la police du mouvement Gülen »,
un courant islamiste modéré. Le mouvement de Fethullah Gülen, exilé aux
États-Unis, a soutenu l’arrivée au pouvoir d’Erdogan avant de prendre
ses distances, tout en restant très influent au sein de l’appareil
d’Etat.
Au même moment est publié dans le journal à grand tirage Sabah une intervention du premier ministre turc accusant Fethullah Gülen, surnommé « l’homme de Pennsylvanie », d’« avoir commis une série d’assassinats à Paris » pour « saboter » le processus de paix : « Qui
a fait ça ? Un individu de Pennsylvanie, les valets de cet individu,
ses partisans. Bien sûr, ces gens-là ont également infiltré l’appareil
judiciaire. Malheureusement, ils sont aussi dans la police et dans les
autres institutions étatiques… »
Les efforts de M. Erdogan
pour se distancer du triple assassinat sont en partie ruinés avec la
parution le 14 janvier 2014 sur un autre site turc d’une note interne du MIT,
présentée comme un projet d’assassinat de cadres du PKK en Europe. Le
jour même, le MIT publie un démenti. Plusieurs sources confirmeront par
la suite au journal allemand Der Spiegel l’authenticité du document.
Qui
a commandité l’assassinat de trois militantes kurdes à Paris, le
9 janvier 2013 ? Le gouvernement turc, pour faire vaciller un processus
de paix qu’il avait lui-même engagé ? Une des factions dures du MIT
infiltrée par le mouvement Gülen ? Ou encore le MHP, le Parti d’action
nationaliste, proche de l’armée, dont Omer Güney se disait proche ?
Face à cette enquête inaboutie, Antoine Comte, avocat des parties civiles, salue la qualité du travail de la justice française. « C’est
la première fois que l’autorité judiciaire prend position de manière
aussi claire sur la possible implication d’un Etat étranger dans un
assassinat politique. Le pouvoir politique, lui, s’est toujours bien
gardé de s’exprimer sur cette affaire. »

(Caracas. 21/08/2015) La diputada venezolana María Corina Machado envía un contundente mensaje a los ciudadanos colombo-venezolanos, luego del “agravio inaceptable, injusto y vergonzoso contra el pueblo colombiano” por parte de Nicolás Maduro, quien este jueves decidió cerrar la frontera entre ambas naciones.

A los ciudadanos colombo-venezolanos:
La expresión más genuina de la hermandad entre Venezuela y Colombia se manifiesta precisamente en la frontera; es allí donde cada día la relación binacional se construye en el intercambio comercial, personal y familiar. La frontera es el sitio de encuentro entre dos naciones unidas por la historia.
Venezuela se encamina hacia un proceso de Transición a la democracia en paz y ustedes, ciudadanos colombo-venezolanos, son parte fundamental de esa transformación.
La crisis humanitaria se agudiza cada día y todos somos víctimas de un régimen ineficaz, corrupto y mafioso que ni quiere, ni puede, solucionar los graves problemas que nos aquejan. Ante la magnitud de la tragedia nacional, el Sr. Maduro, irresponsable y desesperadamente, pretende desviar la atención y ocultar la magnitud de su estruendoso fracaso. Para ello, busca crear un conflicto externo, primero con Guyana, luego con los Estados Unidos de América y ahora con Colombia.
Frente a un hecho deplorable, doloroso y lamentable, en el que fueron atacados nuestros militares y que solo demuestra la inhabilidad del régimen y la orfandad en que se encuentra nuestra Fuerza Armada Nacional, la respuesta del señor Maduro es castigar a los habitantes de la zona, cerrando la frontera. Lejos de atacar las causas, Maduro exacerba el daño, impidiendo el normal desenvolvimiento de la vida cotidiana y acusando a la gente de la frontera de contrabando, reventa y violencia. Todos sabemos que la responsabilidad reside precisamente en la ineficacia del régimen para entender la dinámica de la relación binacional, justo donde ella comienza, en la frontera.
Por ello, hoy quiero reconocer lo que la comunidad colombo-venezolana significa para nosotros. Las palabras del Sr. Nicolás Maduro son un agravio inaceptable, injusto y vergonzoso contra el pueblo colombiano, que decidió hacer de Venezuela su segunda patria.
Son millones los colombianos que junto a nosotros trabajan ardua y honestamente para construir país. En fábricas, en el campo, en la industria, en el comercio, está la mano de obra, el talento y el trabajo de ciudadanos colombianos. Los 2.200 kilómetros de frontera compartida están cargados de historia, a veces turbulenta, otras de convivencia armónica, pero siempre con sentido de un futuro común entre dos pueblos que se reconocen hermanos.
Nos corresponderá junto a ustedes devolver a la relación con Colombia, el dinamismo comercial que nos permita progresar juntos, la seriedad en el tratamiento de los asuntos limítrofes y la mutua confianza para que en materia de seguridad, la frontera sea un área de cooperación entre las fuerzas civiles y militares de ambas naciones. Venezuela necesita a los ciudadanos colombo-venezolanos para la reconstrucción del país. Sé que cuento con cada uno de ustedes para la tarea que tenemos por delante: edificar una Venezuela próspera, libre y democrática.
