"Madrid" ao não apostar na Federação de Estados-Nações está a arriscar que um dia a corda se parta na Catalunha. Quando mais extremada tem sido a posição mais as intenções de voto na independência têm aumentado segundo as sondagens (de 13,6% em 2005 para 45,3% em 2014, CEO). Os erros e vícios dos partidos tradicionais têm sido penalizados (destaca-se o esquerdista PSOE, que agora tenta inverter a tendência) e dado espaço objectivo para novas forças políticas em Espanha.

Teresa Forcades defende um «small is beautiful» para a qualidade da Democracia, como uma das fundamentações para a independência: «Besides the structural link between size and democracy, I see contingent reasons that make me expect that an independent Catalonia will enjoy a better democracy. The “indignados” movement in Spain, which started in 2011, has identified many deficiencies in the country’s democracy: corruption is rampant and not being adequately investigated; the financing of the political parties is not transparent; there is no mechanism to depose political representatives who contradict their political programme and rule against the will of the people who voted for them; people are evicted from their homes by the same banks that profited from the rescue money provided by the European Union (the banks are rescued, the people are not); the health system is being privatised against the will of the majority; rich people pay comparatively less tax than those who are poor; renewable energy is not being developed despite there being enough natural resources and a popular will to do so; and city halls are being stripped of their decision-making power.

In addition, 12.6% would vote "yes" to the first part and "no" to the second, meaning they are backing a Catalan State within a federal or confederated Spain. Finally, 19.7% would vote "no", meaning back the current 'status quo' or they want recentralisation. Therefore, 32.3% of citizens would be against independence. In addition, 62% would want Catalonia to have greater self-government powers, including state structures. A um governo que Adriano Moreira colocou em causa em termos de legitimidade real há uns tempos atrás, parece que lhe vai ser concedido um bónus de tempo legal, que pode prejudicar ainda mais Portugal. As Eleições Legislativas de 2011 interromperam um mandato de 4 anos e deveriam ter determinado um mandato de apenas mais dois anos, na minha opinião. Em 2013 deveríamos ter tido Eleições e nada do que se passou se deveria ter passado. Na prática o Governo, após ter ultrapassado os graves problemas de 2013, com o apoio da maioria parlamentar que não se desfez, com o apoio da oposição à oposição no PS, que não via em 2013 o momentum para a sua afirmação de poder, concretizada em 2014 in extremis, vai ter cerca de 4 anos e 3 meses de exercício do poder executivo, sustentada na base formal, muito desfasada da base real. E entretanto Portugal não fez uma profunda reforma do Estado que era profundamente necessária e que tinha sido um pressuposto eleitoral fundamental em 2011. A mesma só surgiu na agenda, com muita hipocrisia, com o descalabro de 2012, assumido pelo próprio Ministro das Finanças, que se demitiu em 2013, assumindo o seu grande erro (não ter começado pela reforma da «administração pública»). Mas não passou de um guião. De 2012 até 2014 vão mais de dois anos para ouvir doo Vice-Primeiro Ministro as palavras de que a responsabilidade está agora nos ministros, na execução do Orçamento do Estado para 2015. E entretanto o Estado continua a pagar responsabilidades imorais a pessoas que exerceram funções públicas decididos pelas mesmas (não interessam as pessoas em causa, mas sim o sistema de abuso de poder de representação da Sociedade Política sobre a Sociedade Civil, apenas travado por Sócrates, mas sem retroactividade), reformas «anormais» com dívidas, despesas públicas e impostos brutais!

O Capital, a relação social que historicamente vivemos, foi e vai criando potencialidades e tendências, espaços objectivos para a realização da liberdade real a partir da liberdade formal em que se baseou e que fundamentou, tanto na dimensão do tempo de trabalho socialmente necessário cada vez menos pesado e mais realizante, como no tempo de lazer individual, familiar e social que se pode configurar ele próprio em «trabalho» realizante ou actividade realizante, nomeadamente ao nível do aprofundamento da Democracia, da relação entre a Sociedade Civil e a Política. Sociedades baseadas na Cultura podem vir a ser resultantes dialécticas de teses e antíteses capitalistas, num novo sistema social que as mulheres e os homens estão a criar e vão realizar na sua maturidade histórica.
O Capital dependente da transformação de cada vez mais matéria com cada vez mais energia tende a se transformar no Cultural cada vez com mais Espírito e cada vez com menos energia. Mas entretanto são muitos séculos de angústia e de «financiamento» de forças negadoras da Vida, da Liberdade, da Amizade e do Amor ... mas em que os deveres seres se aproximam progressivamente dos Seres.

Sem uma profunda reforma do Estado e da Sociedade Política, Portugal não conseguirá resolver os seus problemas. Mas até agora tem continuado a reinar a reprodução do status quo estatal e uma profunda hipocrisia. Estamos a chegar ao fim da legislatura 2011-2015 e o que existe é o vácuo.

Passos Coelho (Primeiro Ministro) em 28-10-2014: «Uma parte importante – convém ter presente – de objectivos que nós temos de poupanças para 2015 depende de decisões que nós vamos tomar no quadro da reforma do Estado, seja ao nível da simplificação administrativa, ao nível das estruturas públicas, ao nível da requalificação de trabalhadores. (...) Há um conjunto muito largo de compromissos orçamentais que dependem agora da forma como nós vamos organizar esse processo de reforma do Estado durante o próximo ano.»

Paulo Portas (Vice-Primeiro Ministro) afirmou em 31-10-2014 acerca de qual era a sua responsabilidade na atrasada e sempre adiada «reforma do Estado»: «propor ao Conselho de Ministros um conjunto de orientações para a reforma do Estado» (...), [que aprovou que] «cada ministério se responsabilize pelas medidas sectoriais». «A minha responsabilidade é no documento (...) «insuficientemente lido».

Real wealth manifests itself, rather – and large industry reveals this – in the monstrous disproportion between the labour time applied, and its product, as well as in the qualitative imbalance between labour, reduced to a pure abstraction, and the power of the production process it superintends. Labour no longer appears so much to be included within the production process; rather, the human being comes to relate more as watchman and regulator to the production process itself. (What holds for machinery holds likewise for the combination of human activities and the development of human intercourse.) No longer does the worker insert a modified natural thing [Naturgegenstand] as middle link between the object [Objekt] and himself; rather, he inserts the process of nature, transformed into an industrial process, as a means between himself and inorganic nature, mastering it. He steps to the side of the production process instead of being its chief actor. In this transformation, it is neither the direct human labour he himself performs, nor the time during which he works, but rather the appropriation of his own general productive power, his understanding of nature and his mastery over it by virtue of his presence as a social body – it is, in a word, the development of the social individual which appears as the great foundation-stone of production and of wealth. The theft of alien labour time, on which the present wealth is based, appears a miserable foundation in face of this new one, created by large-scale industry itself. As soon as labour in the direct form has ceased to be the great well-spring of wealth, labour time ceases and must cease to be its measure, and hence exchange value [must cease to be the measure] of use value. The surplus labour of the mass has ceased to be the condition for the development of general wealth, just as the non-labour of the few, for the development of the general powers of the human head. With that, production based on exchange value breaks down, and the direct, material production process is stripped of the form of penury and antithesis. The free development of individualities, and hence not the reduction of necessary labour time so as to posit surplus labour, but rather the general reduction of the necessary labour of society to a minimum, which then corresponds to the artistic, scientific etc. development of the individuals in the time set free, and with the means created, for all of them. Capital itself is the moving contradiction, [in] that it presses to reduce labour time to a minimum, while it posits labour time, on the other side, as sole measure and source of wealth. Hence it diminishes labour time in the necessary form so as to increase it in the superfluous form; hence posits the superfluous in growing measure as a condition – question of life or death – for the necessary. On the one side, then, it calls to life all the powers of science and of nature, as of social combination and of social intercourse, in order to make the creation of wealth independent (relatively) of the labour time employed on it. On the other side, it wants to use labour time as the measuring rod for the giant social forces thereby created, and to confine them within the limits required to maintain the already created value as value. Forces of production and social relations – two different sides of the development of the social individual – appear to capital as mere means, and are merely means for it to produce on its limited foundation. «Eight Russian Aircraft Intercepted over North Sea / Atlantic Ocean on 29 October 2014At approximately 3:00 a.m. CET on 29 October, NATO radars detected and tracked eight Russian aircraft flying in formation over the North Sea. F-16 aircraft from the Royal Norwegian Air Force were scrambled, intercepted and identified the Russian aircraft, which included four Tu-95 Bear H strategic bombers and four Il-78 tanker aircraft. The formation flew from mainland Russia over the Norwegian Sea in international airspace. Six of the Russian aircraft then turned back to the north-east towards Russia, while two Tu-95 Bear H bombers continued south-west, parallel to the Norwegian coast, heading to the south-west. The Russian aircraft continued over the North Sea, and Typhoon fighters from the United Kingdom were scrambled in response. While over the Atlantic Ocean west of Portugal, the two Russian aircraft were intercepted and identified by F-16s from the Portuguese Air Force. The Russian aircraft turned back heading north-east, flying to the west of the United Kingdom. NATO aircraft from the United Kingdom and Norway were standing by and NATO assets on the ground and in the air tracked the Russian aircraft throughout. At present, the two Tu-95 bombers appear headed back to Russia, but as of 4 p.m. CET the aircraft were still airborne.

The bomber and tanker aircraft from Russia did not file flight plans or maintain radio contact with civilian air traffic control authorities and they were not using on-board transponders. This poses a potential risk to civil aviation as civilian air traffic control cannot detect these aircraft or ensure there is no interference with civilian air traffic.

Four Russian Aircraft Intercepted over Black Sea on 29 October 2014
During the afternoon of 29 October, NATO radars detected and tracked four Russian aircraft flying over the Black Sea in international air space, including 2 Tu-95 Bear-H bombers and 2 Su-27 Flanker fighter jets. Fighters from the Turkish Air Force have intercepted the Russian aircraft and NATO is continuing to track them in international airspace. As of 4 p.m. CET the aircraft were still airborne.

Multiple Russian Aircraft Intercepted over Baltic Sea on 29 October 2014During the afternoon of 29 October, NATO radars detected and tracked a number Russian aircraft flying over the Baltic Sea in international airspace, including 2x MiG-31 Foxhound, 2x Su-34 Fullback, 1x Su-27 Flanker and 2x Su-24 Fencer jets. Portuguese F-16 Fighters assigned to the Baltic Air Policing Mission were scrambled in response and the Russian aircraft returned to Russian airspace.

Seven Russian Fighter Jets also Intercepted on 28 October 2014During the afternoon of 28 October, NATO radars detected and tracked seven Russian combat aircraft flying in international airspace over the Baltic Sea. The aircraft were detected at approximately 2:30 p.m. CET on 28 October and included 2x MiG-31 Foxhound, 2x Su-34 Fullback, 1x Su-27 Flanker and 2x Su-24 Fencer jets.

The Russian aircraft were flying in the Gulf of Finland and were intercepted by German Typhoon fighter jets from NATO's Baltic Air Policing Mission in order to identify the aircraft and protect Allied air space. The Russian aircraft continued into the Baltic Sea and were subsequently intercepted by Allied fighters from Denmark as well as fighters from Finland and Sweden, which are not members of NATO. The Russian fighters continued to the Kaliningrad Oblast. The Russian aircraft had filed a flight plan with air traffic control authorities, were using transponders, but did not maintain radio contact with civilian air traffic control.

NATO jets were on standby throughout the duration of both Russian flights and Russian aircraft were continually tracked using Allied assets on the ground and in the air.
