REFORMA DO ESTADO: "UMA, UMA NEBULOSA"

Maria Luís Albuquerque, Ministra das Finanças, sic:
«Neste momento as poupanças que nós estamos a falar por ministério ... por reorganização decorrem ... são muitas medidas diferentes e que têm a ver com a introdução de eficiência, fusões, centralização de determinadas funções, reorganizações de serviços que é feito ao longo ... em todos os ministérios uns implementaram projectos piloto que permitiram gerar determinadas poupanças, outros estão agora a seguir, não tenho aqui a desagregação por ministério, temos um conjunto de poupança que se reflecte ou que reflecte precisamente esta reorganização. Aquilo que tanto se fala como a reforma do Estado é isto ["uma uma nebulosa" diria o professor universitário Raimundo com o sorriso do excelente professor universitário Victor Faria e Silva e  da professora Teresa Marques de quem tenho muitas saudades]. À medida que nós vamos tornando os serviços mais eficientes, que vamos procurando que se preste a mesma qualidade de serviço gastando menos recursos. Investimos no passado em determinados meios tecnológicos que possibilitam que a relação do cidadão não exija o envolvimento de tantas pessoas, tudo isso nos permite repensar os serviços públicos de uma forma diferente, são esse conjunto de medidas que são muitas, de reorganização em todos os ministérios que permitem ascender a esta poupança global nesta ordem de grandeza. As outras medidas essencialmente é dentro da mesma coisa. [Incrível!!!!] Nós arrumámos por grandes grupos, mas não necessariamente, não por ministério.»

«O Conselho de Ministros aprovou os objetivos orçamentais para 2015. As medidas definidas têm como objetivo reduzir o défice do Orçamento do Estado de 4% em 2014 para 2,5% do Produto Interno Bruto, seguindo o contratado com a troika. Isto representa, em relação ao anos corrente, reduções de despesa de 08% do PIB, ou seja de 1400 milhões de euros, referiu a Ministra de Estado e das Finanças. Maria Luís Albuquerque salientou, contudo, que «ainda estamos a gastar mais do que produzimos, e ainda estamos a ter de contrair dívida para cobrir esse diferencial».
Sublinhando que «não há sacrifícios adicionais», a Ministra apontou as seguintes medidas:

• manutenção da contribuição extraordinária sobre o setor energético;
• redução de custos nos ministérios no valor de 730 milhões de euros;
• redução custos com tecnologias da informação, contratos externos, consultoria e através do programa Aproximar (descentralização) no valor de 320 milhões de euros;
• medidas de redução do défice do Setor Empresarial do Estado no valor de 170 milhões de euros;
• redução do número de funcionários públicos através de reforma ou saída negociada no valor de 180 milhões.

Maria Luís Albuquerque afirmou igualmente que as medidas que substituirão os cortes salariais extraordinários na administração pública «serão discutidas ainda este mês» e «previsivelmente até ao final do mês estaremos em condições de explicar as medidas duradouras que estão a ser estudadas», e que «não se traduzem em qualquer contributo adicional».
A Ministra referiu ainda a necessidade de reduzir as dívidas do setor da saúde aos fornecedores, através da transferência de 300 milhões de euros, com o correspondente esforço de poupança, da tributação industria farmacêutica ou de produtos nocivos para a saúde.
A Ministra referiu também que a redução de despesa agora prevista para 2015 será inferior à previsão anterior, pois desde dezembro de 2013 a melhoria da execução orçamental e do cenário macroeconómico provocou uma melhoria da situação em 680 milhões de euros (0,2% do PIB). A previsão do desemprego em 2015 será de 14,8%.»

As we can see in OECD tables, the brutal increase of fiscal burden in Portugal, as a poor option of Portuguese Government in the context of Troika financial assistance, are very clear in the 12th rank position of total tax wedge (41,1% of labour costs) with the clear hightest increase in 2013 (3,54%), triggered only by income tax! In contrast Portugal have the 24th rank position in Labour costs (35.511 USD dollars with equal purchasing power) only higher than Turkey, Slovenia, Israel, Czech Republic, Hungary, Estonia, Poland, Slovak Republic, Chile and Mexico.

O Socialismo Democrático Humanista e Universalista defende na minha perspectiva uma Sociedade aberta, sempre em desenvolvimento, em que a sua dimensão Civil (Pessoas, Famílias, Empresas que constituem a base fundamental da Nação) é cada vez mais forte em termos culturais que consegue ir exercendo uma interacção com a sua dimensão Política de tal modo, que a delegação do poder dos representados nos representantes políticos estará cada vez mais sob controlo participativo e activo, para que os objectivos Humanistas da Nação e do Mundo sejam sempre respeitados, sejam quais forem as estratégias democráticas para os atingir, orientadas pelas sagradas Liberdade, Responsabilidade e Solidariedade.

Nesta perspectiva o Estado é apenas um meio e nunca um perverso fim, controlado por oligarquias para os seus jogos de soma nula ou negativa:

Socialismo Democrático não é Estatismo não!
O Estado e a Sociedade Política nunca poderão
Estar desfasados da Nação
Como neste momento estão!

O jogo político actual é tremendamente simples:

A Sociedade Civil tem apenas a oportunidade de intervir no momento das eleições,
Mas são muito limitadas as suas mais eficazes opções
Sem círculos eleitorais nacionais
O voto em partidos marginais
São votos perdidos
Dispersos pelos distritos
Não têm, mas mesmo que tivessem qualidade
Nunca passariam a barreira da quantidade
Para os democratas qual é a opção?
O partido popular que era democrata cristão?
O partido «social democrata» que na realidade é popular?
O partido socialista e social democrata que mais defende a arte de humanizar?
Parecem ser estas as três opções
As demais parecem nem sequer ser ilusões
Mas após a preparação dos programas
E da realização das campanhas e das suas tramas
A pessoa chega à urna e onde vai delegar o seu poder disperso sem ilusões?
Numa única lista de candidatos a representantes que concentra as decisões
O eleitor além de ter poucas opções
Não pode seleccionar representantes de diferentes listas e programas de futuras acções
Vai passar um cheque em branco a uma única lista de um único partido
Que depois sem respeitar os compromissos eleitorais
Vai impor as suas interpretações e visões aos demais
Se conseguir maiorias parlamentares deste afunilado sortido
E depois o Estado
É gerido sem sentido
Portugal é muito mal tratado
O seu desenvolvimento é perdido
De um ideal Estado para a Nação servir
Se passou a uma Administração Pública para da Nação se servir
E para uma oligarquia daí usufruir

Neste sentido é necessário reformar profundamente o Estado e a Sociedade Política em Portugal e orientá-los eficientemente e eficazmente para a Nação, o que se manifesta no seu contributo para a criação de Valor por parte das Pessoas, das Famílias e das Empresas!

Criação de Valor é satisfazer:
As necessidades culturais e sociais
Os desejos de nacionalidades mundiais
A realização do imenso potencial do Humano Ser

Muito para além do poder e do ter
Está esse infinito Ser
A cheia de potencialidades Persona
Que o Estado não ajuda a realizar e abandona

Para além do bem estar está o bem Ser
Que vai muito para além do dever ser
Muito para além do crescimento
Está o profundo Pessoal, Familiar e Social Desenvolvimento

The leading of conservatives in European Union with them individualistic point of view for Europe help also that Hungarian trend with a nationalist but not universalist policy. We can defend our Nation with an Humanist and Universalist point of view like we defend. Is not the case of these forces.

The Democrats of United States of America created a great reform that change the liberal point of view of the jungle that the strongest with more money have acess to fundamental health care and the weakest don´t have access.
Health care create Value to the Nation in all dimensions.

In Portugal we have a government without any sensibility that trend to not meet it duty with vulnerabilization of the quality of public health system with savings in the core of the system throwing up of doctors impossible missions and creating dangerous delegations oof decisions and advices in nurses and pharmacists.

The way in Portugal is opposite of the way in United States of America!
